The cause:
All categories have the status: is_autogenerated = 0
It's related to Import categories process.
Solution:
Install this patch: https://www.dropbox.com/s/2oftlxyd6sujm4r/XMLSitemapCustomize.zip?dl=0
=> Regenerate sitemap.
