Issue:
I just installed module version 2.2.9 on M2.4.3 and it is not consistent. I have just tested it using default theme Luma to confirm.
Solution:
This issue happens with checkout Guests.
To solve it, we have changed three files as below:
app/code/Bss/OneStepCheckout/view/frontend/requirejs-config.js
app/code/Bss/OneStepCheckout/view/frontend/web/js/action/select-billing-address-mixin.js
app/code/Bss/OneStepCheckout/view/frontend/web/js/view/billing-address.js
Please apply the hot-fix files on the site.
